Move over 'S.H.I.E.L.D,' there is a new sheriff in town and his name is Jim Gordon. Fox has announced that will develop a new TV series based on Gotham City. The show will be set before Batman's days as the caped crusader and focus around a young GCPD detective, James Gordon. Even though the new series will predate Batman, the network has promised plenty of villains.
