He had to have neck surgery after a botched tombstone piledriver from Kane. Now, he may need additional surgeries. So why was he on the schedule for WWE's European tour in November? Either they expected him to be able to wrestle by then, or they wanted him to go even if he could wrestle. Either way, the semantics of the advertisements keep changing, so we'll just have to wait and see what happens.
